Or, as an alternative, I'm wondering if it might be productive to assemble
a package of desired mods, and set up a kickstarter project to fund Fred
or someone like him to do the work for GPL release; that would allow
commercial stations to kick in for what they want, and also let, say, 
student run stations toss 5 or 10 bucks over the transom, with KS's
escrow policy protecting everyone.  

You would, though, need to come to agreement on what the KS project
included before releasing it -- though the "$1000 premium" might be 
"any one feature you need", or something like that.

I haven't seen much use of KS for bounty work on FOSS, and I'm not
entirely sure why...
