Just a doubt, from ChangeLog:
* Fixed a bug in 'lib/rdcart.cpp' that broke new cut creation when
the cut number reached 999'.
* Added an 'RD_MAX_CUT_NUMBER' define in 'lib/rd.h'.
Does it mean that now it's possible to have more than 999 cuts inside a
unique cart?
