For level control, I've been using "Levelator" for a couple of years on a weekly talk show I edit. It's free software and available at http://web.archive.org/web/20130729204551id_/http://www.conversationsnetwork.org/levelator/.

You'll still have to clean up any major noise in your recordings beforehand, but for level control it's fantastic.
