Well, I designed the RD[B]S API for the Video4Linux subsystem and provided the first implementation for it (a driver for the ADS Cadet AM/FM tuner card, now long since out of production). Yeesh — that was more than ten years ago! I agree with Andy, the most difficult part of this is likely going to be finding a decent tuner card, especially if medium wave (AM) support is needed. Doing that well in the harsh RFI environment of the typical computer is neither easy nor cheap.
