Hi,

While I agree it sounds like some type of power saving issue turning off
the USB ports, have a look at the motherboard and see if there are any
capacitors which appear to be going bad. If there are then grab your
soldering iron (or find someone good at soldering) and replace the caps.

I've got several Dell Optiplex 745's which have had capacitors go on
them.  When caps go bad strange things happen.

As far as the power management stuff goes, make sure power management is
turned off in the BIOS.  If the 740 is similar to the 745, there are
several settings that can be turned off in BIOS.
