I use three. Webmin is about the easiest for doing a dump/restore. SIDU is a close second, allowing edits to individual entries, or running an SQL query from within. PhpMyAdmin is the third. Only because it can do things like import a spreadsheet, but that's buggy. Can't always count on it. Supposedly, OpenOffice has something, but I haven't looked at that yet. For a generic, all around SQL GUI I'd lean toward SIDU.
