Looks like standard apache web service problem. Check that you can
access: http://localhost/rd-bin/addcart.html
I also had an issue recently where the web components didn't compile
properly and some of the cgi files were 0 bytes. I simply copied a
working copy of the rd-bin directory over to the broken machine and
everything was fine.
