The number of plays per cut has a role to play with this from what I understand. It you add new cuts to a cart after say current cuts have played 10 times, the system will keep playing new cuts until it has the same number of plays. You need to reset the play count somehow to get a even rotation. I don't think there is such a feature in Rivendell at the moment.
