There is definitely some 44.1khz vs 48khz issues going on. You can
check it by speeding up your output.
If you increase the sound by 8.843% you get the pitch you're after.
Is it possible dark ice on whatever machine you're using is doing some
weird 44.1 sampling/playback when it should be 48 (your stream is
definitely 44.1)?

27 - 40 seconds your stream but sped up by 8% to account for 48khz to
44.1khz playback.
