The choice of -13 dB is deliberate; it's 13 dB below absolute maximum (all ones).
What sound card are you using? Turm up the gain, or use a line amp if you have to. Rivendell machines running tone at zero on the rdairplay meters tend to be quite a bit lower than +4 dBm.
