Almost certainly a problem with the Windows share. I've often seen Windows put a remote CIFS mount to 'sleep' after a period of inactivity; when in that state, first access to it can entail a lengthy delay while it 'wakes up'. One effective workaround is a cron job set to run (say) every five minutes that touch(1)-es a file on that remote mount.
