I am sort of aware of this. I am not sure if we do this here in Nassau
(things have been working well since forever.) IIRC, we overfill our hours
and automatically drop as needed near TOH down here.

I am helping someone with a station I am new to. I don't know exactly how
they do things. They are switching over from an old rivendell on an old
centos (5.5) to a new install of 3.x on a new machine.

We only just did the cutover so I am having us watch things to even
determine if it is sporadic or if it was just a one off.

I though of that and have asked them to have logs ready a few days out to
test the theory. However, from what I see in the logs I am thinking not. I
will have to pay a lot more attention to make sure of that though.
