I had that exact problem with an ASUS Prime B560-Plus a couple months ago. As near as I can tell it has to do with Secure Boot; essentially, the BIOS firmware is broken and only works with Windows.

I put that motherboard on the shelf and got a different, non-ASUS motherboard. At some point, ASUS will release a new firmware version that fixes the problem, and I'll use the motherboard in a future machine.
