None of the graduation requirements [1] involve the technical status of the project, so there's no need to delay graduation for these issues. The only point that's relevant from the Incubator point of view is project branding, and through that the use of the org.apache package space. As mentioned before, I consider a release roadmap that includes the package change as sufficient for graduation.
