before we go and implement modularisation, could we first make a design
document?
For instance i've started something in:

Shall we collaboratively work on that document? That way we always have
a baseline to start our thinking on (instead of trawling the mailing
list, to find the last concensus).
I wil facilitate non-committers edits during the discussion stage.
