A general advice; Instead of starting off vote threads, try "inclusive discussion of change" so there is less of a Yes/No position to things. It is not always needed to be as elaborate as Peter's exhaustive approach, but in general this leads to engagement, thinking and formalizing the requirements, instead of passive 'decision making'.
