Unlike Incubator Reports, the Board report is sent by mail only to
bo...@apache.org, which is a mailing list that Tom (as V.P. River)
should also be subscribed to. Tom *should* be the one sending the
report, but he doesn't have to be the author. The Report should be
cc'd to this list if it doesn't contain any sensitive information, in
which case it is cc'd to private@.

It should contain;
 * A very short boilerplate text on what River is.
 * Any changes (added/removed) to community (committers, PMC membes)
 * Releases made since last report. Press releases are normally also
covered here.
 * Any 'issues' in the community that the Board should be made aware of.

The last point here is a wide array of things, community health
problems, additional requests that infrastructure can't approve by
itself, legal discussions that are out of the ordinary, security
problems and so on.

There is an automated system called Marvin, that sends out reminders,
but I think River might not been picked up in this cycle.

River reports to Board in Feb, March, April and then every quarter
July, Oct, Jan, Apr.
