I don't know if Jukka is any more experienced than I am. I have been
involved in a few (Felix, Pivot), but each time it is "an adventure".

IIRC, what you outline above is pretty much to the point. Infra sets
up the SVN, but I think Tom will need to modify the SVN authorization
entry for the new 'location', i.e. remove a "/incubator" string. To do
so, it must be verified with infra that Tom has been added to the
appropriate unix and svn groups for 'officers'.

I don't really have time in the coming days to watch for these things,
but in general infra@ wants tickets and e-mails. If things doesn't
move, Joe and Gav are often available via IRC to get quick answers.
