I'm not much of a windows guy.  If you tell me exactly what packages you
are using (apache, tcl, cygwin), perhaps I can give it a try on Windows
XP, which is the only thing I have access to.

Did you have a look at the mingw stuff?  I've heard good things about
that, but... I really am not a windows expert.
