autotools madness, once again

I realized that, after an uprade sometime recently, my autotools have 
begun to ignore the --with-apache switch value to determine the path to 
include files or the target installation path where mod_rivet.so has to 
go. Anyone knows of recent changes or other issues with the autotools?
