I've much more experience using CodeIgniter, which is far smaller than Zend: a simple wc on the code base gives just 51k loc including blank lines and comments, a third of the latter. Even if I neither used CakePHP, nor FuelPHP, but they seem to share the basic approach with CI, I'm going that way because I'm familiar with it from a user point of view.
