Here is the pivotal point of my assumptions.

I assume the web site to be deployed to an hosting service, where the
configuration is a provider's duty.

The web site developer just gets credentials to upload its files, and maybe
a database access, that is exactly what you usually get when subscribe
a PHP hosting service from free to expensive.

Perfect! I'm targeting rivet 2.1 or later, so it's fine.
