I think that any programmer familiar and fluent with Tcl has quite a
good point in opting for Rivet instead of PHP, even for new projects. So
we are glad you're starting a Tcl/Rivet based project and look forward
to have feedback from you.
Just a suggestion: there must be in the Debian archives a package for
Rivet 2.1.1 that would go onto wheezy. Rivet 2.1 has some new desirable
features. Later Debian packages (2.1.2 and 2.1.3) need Apache 2.4
(shipped with Debian/Jessie)

simple server-side web generation language/framework with short learning

Of course PHP makes generically more sense when new stuff must be
created (that does not rely on an existing reusable Tcl code base), but
for Tclers I'd suggest that Rivet means a shorter way to create web apps
(Basta!).
Technical information: "My" Rivet runs on a Debian wheezy-based vserver,
installed via package management (2.0.5-1).
