check the INSTALL file in the distribution directory (which version are you building?). It definitely needs update: for example rivet 2.1 supports apache 2, so no need to use the --with-apache-version switch in that case. You can work out easily the configure line that would fit your environment (what is your environment?)

a possible line could be

./configure --with-apache=/usr/local/apache2
            --with-tcl=/usr/lib/tcl8.5/                 \
            --with-apxs=/usr/local/apache2/bin/apxs     \
            --with-rivet-target-dir=/usr/local/lib/rivet2.1   \
            --enable-version-display

After it rivet has installed into /home/local without any problem
