The command itself had gone already, but it was still there in the
manual....sorry, I trusted too much the docs and that means I have to
check the manual carefully

Starting with Tcl 8.5 command native 'incr' works in pretty the
same way and since we are supporting Tcl >= 8.6 I think we can
safely remove it at least from quattuor
