It isn't complaining, it's just correct. GnuPG and OpenSSL on RHEL4 are 'old or patched'. Patched to be precise. :o)

AFAIK RHEL4 comes with PHP 4.3 by default (PHP 5.1 when using the CentOSPlus repo), so I guess you did a custom install of PHP 4.4.6? That's probably why rkhunter doesn't recognize it.

Also when you run this command

./rkhunter --update

it downloads the downloads the updates BUT if you issue the same command again it downloads the same update again and again ... instead of saying "no updates availible" ...

That's strange, yes.
