It is a reasonable question :-)

At first, and still now really, it was in case we needed to revert to
using these files. Yes, we have moved away from *using* the files, but
what was not wanted was to remove them and then find that we needed
them! As such they just got left in the distribution. They aren't
upgraded when the '--update' option is used (with 1.3.0). They will
quite probably be removed at a later release (i.e. 1.3.1 or whatever).
Since they don't take up much space at all, it wasn't seen as being a
problem to just leave them in place for the next release.
