That's weird since a default install of 1.3.0 should have the 
internationalisation stuff in /var/lib/rkhunter/db/i18n. Can you 
verify the parent directories leading up to i18n exist and where 
the i18n directory ended up? If there's none, could you run the 
installer as "sh -x installer.sh --layout default --install 
2>&1>>/tmp/rkhinst.log" and *attach* the log?
