These are KDE "service" actions, and as far as I understand, they can be provided by any third party inside or outside of kdelibs (see http://techbase.kde.org/Development/Tutorials/Creating_Konqueror_Service_Menus). No idea where exactly the SVN actions are implemented. Regards Thomas
