Ok, I guess it's safe to assume that both phenomena show up in parallel. 
Should be fixed in the next daily build, then.

Well, I don't have kdesvn installed, but I do see the SVN actions (Note: The 
update and commit actions are only shown for directories which are SVN working 
copies), so I guess they come from somewhere else.

These are KDE "service" actions, and as far as I understand, they can be 
provided by any third party inside or outside of kdelibs (see 
http://techbase.kde.org/Development/Tutorials/Creating_Konqueror_Service_Menus).
 
No idea where exactly the SVN actions are implemented.
