Thanks, guys.
Formatting the CD with the HP CDWriter software makes it a DOS/Windows
file system, and I think dragging the image there will just write it as an
image in the DOS file system.
I've tried to drag the image to an unformatted CD, but I get an error
message.
I've been to HP's home page, and found this in a FAQ:

ISSUE: Does the included HP CD-Writer Plus software support RAW mode?
SOLUTION: The included software does not support RAW mode recording. This
method of writing does not perform any error checking or correction during
the write process.
RAW mode is implemented differently depending on the software and hardware
used. If you are considering the purchase of third-party software, please
verify with the software manufacturer that your model of HP CD-Writer Plus
is supported.
NOTE: Hewlett-Packard can only provide assistance for the software that
ships with the HP CD-Writer Plus drives
