pentru ca /etc/nologin face (man 8 nologin):
NAME
      nologin - prevent non-root users from logging into the system
DESCRIPTION
If the file /etc/nologin exists, login(1) will allow access only to root. Other users will be shown the con-
      tents of this file and their logins will be refused.

si el vrea sa faca (man 5 nologin):
NAME
    nologin - politely refuse a login
DESCRIPTION
nologin displays a message that an account is not available and exits non-zero. It is intended as a replacement
    shell field for accounts that have been disabled.

If the file /etc/nologin.txt exists, nologin displays its contents to the user instead of the default message.

probabil pe sistemul lui nu e valabila chestia cu /etc/nologin.txt
