[rlug] sendmail force requeuing

as vrea sa fac urmatoarea smecherie cu sendmail: indiferent din ce motive un
mesaj nu este deliverat (stat!=Sent), sa fie re-queue-at.

m-am lovit de situatii de tipul 'stat=User unknown', 'stat=Service
unavailable' etc, care erau erori tranziente si as fi vrut ca sendmail sa
incerce sa trimita mesajul inca o data
