Bob I'm Cc'ing this to the mailing list as this looks like it may be a bigger and more interesting project, or there may be folks willing to take these boxes off of your hands. In the bay area a group called the California Community Colocation allows non-profit groups to house Internet connected machines in their racks. It would be interesting to do that here in Nevada, and sound somewhat similar to what you're talking about.
