Have you resolved this problem yet?

Just to recap my understanding of the problem:

The modem MAC ADX is registered with ISP
Standalone box gets DynAddr successfully from modem via ISP
Router cannot get lease from modem via ISP

A few checks come to mind:

- router should not be configured as a MAC ADX Clone
- connection from modem is to the router's WAN interface
- WAN interface is configured for DHCP (can you verify this is getting a lease?)
- router is configured for NAT and DHCP to LAN clients
