No, seriously, the thing is that the speaker really is at the mercy of the audience. If the audience wants to be disruptive, they will be. What that does is put the ball in the audience's court (ick, I hate that saying... how about, it gives the audience the mutex?)
Some simple guidelines like "please save questions for after the presentation" would be enough to suffice. If there is a question from the presenter which triggers a good discussion or a wild-ass tangent, then it is up to the meeting Nazi (sans super soaker, nerf gun, etc...) just to say "let's keep moving, but remember that for after the meeting while we drink and eat and drink at the Silver Peak".
Also, perhaps start the meeting and Q&A at 6:10pm so that we can be ready to start the presentation at 6:30pm. That gives the presenter a good hour and a half for the presentation including questions.
