It's not ideal, but when I switched from mbox to maildir, I used mutt.

In my .muttrc, I switch the default mbox type to Maildir, then run mutt.
In mutt, open the mbox, tag the messages to move (in my case, all), and
save them to another "mailbox".

To switch back requires changing the default mbox type back to mbox,
opening the maildir, and saving messages to a new "mailbox".

I was hoping to find something more elegant, and it may be possible to
write a simple conversion script using a few perl modules, but in my
case, it was just easier than sifting through huge installs for a few
random utilities, or researching new modules.

Of course, now that you ask, I'm curious.  I may have to look into this
again. :)
