Under the configuration for XIne, right click on the screen and it should pop up, there is a menu for DVD and in that there is a drop down menu that has configurations for DVD Key. You could try a few different settings and see what happens.

Also I assume that you have tried a different commerical DVD?

You could try and install Ogle ( http://www.dtek.chalmers.se/groups/dvd/ ) or mplayer and see if you can get a DVD to work in either.

I had problems getting DVD playback to work on my laptop that is running Gentoo and it turned out to be my Key Decoding settings so I would try that first just to see.

And I've tried running xine from the command line and from the GUI - no
diff.

For what it's worth, I get identical responses in VLC when I try that
too.
