I'm doing some research on google earth tonight and I came across some links that made me think of the GSA. Apperantly google earth was used in the Katrina response

but in order to be able to make anything usefull (ie overlays) you'd need to buy the $400 professional version of GE (and another $200 if you traffic counts, and another $200 want GIS) but to tell you the truth _google_maps_ has more than enough functionality to make an "emergency evacuation instructions" type site that would give you instructions on the safest/quickest way out of town during a given emergency depending on where you were in town... maybe also some sort of local/emergency-related rss aggregate, too?
