Thank your for contacting me regarding network neutrality.  I value the
opinions of every Nevadan and am always grateful to those who take the
time to inform me of their views.

	Since the dawn of the Internet, having unfettered access to websites has
been a hallmark of how the Internet was meant to operate.  The ability to
pick and choose information is what makes the Internet such an innovative
and exciting tool.  As an avid Internet user, I agree that it is
critically important to ensure that consumers can access any legal
website.

	On July 27, 2005, I introduced S. 1504, the Broadband Investment and
Consumer Choice Act as a way to modernize our communications laws for the
21st Century.  My bill specifically addresses net neutrality by ensuring
that consumers will not be denied access to any legal content provided
over the Internet.  I also included language in S. 1504 that says
companies that offer Internet service cannot intentionally block access to
any web sites that a customer may want to view or block applications like
VOIP.   Network providers will be able to offer customized content and
manage their networks to ensure security and top performance, but at no
time will consumers be blocked from accessing legal applications like
Amazon, Google, or Yahoo.

Equal emphasis must also be placed on continued deployment of high-speed
broadband and development of the next-generation networks.  This
technology is becoming a vital part of the economy and must be encouraged
if we are to remain competitive in the 21st Century.  These networks take
tremendous amounts of capital to develop, and companies that are building
them need to have some expectation of getting a return on their
investment.  It is critically important to make sure that any legislation
passed will keep the Internet free and open while encouraging investment.

As Chairman of the Senate Republican High Tech Task Force and as a member
of the Senate Commerce Committee, please rest assured that I will keep
your thoughts in mind as the Senate considers telecommunications
modernization legislation to ensure consumers have access to any legal
website that they choose.
