You may want to find the technical documentation for your motherboard, crack open the case, and make sure the cables that run from your motherboard to the front usb panel are plugged in properly. If the connection seems OK, then, as mentioned earlier, there may be a problem with your USB hub, which basically would mean replacing the motherboard to fix it.
I'd suggest getting a USB extension cable, plugging it into the back of your computer in a working USB port, and then wrapping the cable around the computer for a USB port in the front. The ones in back work just fine - under Knoppix or Ubuntu, so I can at least (mostly) work around the issue. However, there is still power going to the ones in front, because if I plug in either my PDA or Motorola phone - they start charging. Now taking that a step further, I was attempting to work with moto4lin and kmobiletools while I had a Motorola cell phone plugged into the front ports. So as I trace things back - it appears that something having to do with that process has probably ^&#$ed the front usb ports &/or controller.
