I think you might want:

   <element>
     <nsName ns='http://purl.org/dc/elements/1.1/'>
       <except>
         <name>Title</name>
       </except>
     </nsName>
   </element>

You have put a ns attribute on anyName, but that has no influence other 
than defining the default namespace for its content. It doesn't mean 
"any name from that ns", it still means "any name in any ns", and I'm 
not sure what the name really matches in there given that I don't see or 
not you've defined the dc prefix in that scope. Using nsName instead 
means "any name in this ns (or the first one found on an ancestor if 
none was specified)" and then the except works on that name class.
