We automatically build our RNG schemas, about 200, based on business rules in Oracle tables. I'm hoping i can continue on that theme by putting these more detailed SQL type rules in those tables as well and generate the RNG and the Schematron code together.

Both of them, unfortunately in slightly incompatible ways. IIRC, one
automatically associates each rule with the RELAX NG context it appears
in, whereas the other extracts the rules ignoring their context.
