I think you are mistaken. If you supply a DOCTYPE, it is definitely
*not* ignorable. Nor is it easily over-ridden. 

I don't know anything about xsl:schema-location, however.

A document which conforms to TEI-xxxx may also conform to TEI-Lite.
And vice versa. Why would I care?

The way I associate a schema with an instance depends on the tool I am
using to do the association. I don't want to standardize the way of
specifying which input or output file/s I use. The schema is another
one of the inputs I may or may not wish to use.
