I think you are mistaken. If you supply a DOCTYPE, it is definitely *not* ignorable. Nor is it easily over-ridden. The way I associate a schema with an instance depends on the tool I am using to do the association. I don't want to standardize the way of specifying which input or output file/s I use. The schema is another one of the inputs I may or may not wish to use.
