Folks, Let me quickly summarize the history of this issue. It was first raised when the RELAX NG DTD compatibility spec was being desinged.

Members of this ML know the rest of the history. I am the chair of the OASIS RELAX NG TC and also a member of the SC34/WG1. OASIS and SC34 now have to make sure which of the two organization maintains which. It probably makes sense to do address issue in a different group (e.g., a new TC in OASIS), since we have to consider not only RELAX NG but also Schematron and NVDL at least.
