Specialize template problem for empty vector of constraints
With the previous implementation, passing an empty vector of constraints
as a template parameter for the Problem raised compilation error as well as
design inconsistency (method addConstraint for instance).
This commits add a specialized implementation of the template problem to
cope with this case.
