We just made a decision to start using CC 3.0 BY [1] for content because it
has pretty much same terms as Apache 2.0 [2] but is better suited for
documentation and other content.

I've already changed licenses in Google Code so that the front page has
both Apache 2.0 and CC 3.0 BY but there are still some other things to be
done:
1) Add CC 3.0 BY license terms to version control
2) Change the User Guide, Quick Start Guide, and other similar doc to use
CC.
