New issue 387 by kiwitargetgranule: argument --name of libdoc.py don t work
for resource file

I processed a resource file in tsv format with libdoc.py like this:
$libdoc.py --name spam resource.tsv
and the output generate file is not spam.html but something like
resource.html
It's ok with library file in tsv format
