New issue 398 by pekka.klarck: Remove `Test Setup`, `Test Teardown`,
`Default Tags` and `Test Timeout` from init files

Currently `Test Setup`, `Test Teardown`, `Default Tags` and `Test Timeout`
settings can be used in the test suite init files to provide default values
for the same settings in lower level files. This is mainly confusing,
especially because the final value can also been set in test cases
themselves.
I don't believe anyone uses this functionality so it ought to be safe to
remove these settings from init files already in RF 2.2. This must still be
discussed, though, and it might be better to first deprecate this feature.
