General Comment:
Moving creating handles away from TestLibrary.__init__ is not a good idea
because it breaks libdoc.py and possibly also RIDE. It would, obviously, be
possible to fix this by calling create_handles everywhere after creating
TestLibrary, but I don't think that's such a good idea.
I haven't investigated this problem thoroughly myself so unfortunately
cannot recommend any better way to fix this. If this did work in RF 2.1.3
there must be one, though.
