Earlier tag statistics table was not shown at all if all tags were excluded
with --tagstatinclude/--tagstatexclude options. Also suite statistics was
removed if --suitestatlevel was set to 0.
With new logs/reports supporting this functionality isn't that easy and we
decided to always show these tables. This is slightly backwards
incompatible and we can add the functionality back in future releases if
there's actual need.
